Who was Jesus talking to when he told the parable of the prodigal son?

Jesus told the story to a crowd of tax collectors, sinners, and religious leaders who were grumbling that He welcomed the wrong people (Luke 15:1-2). That is why the parable never says how the watchers responded; Jesus left the ending open so every listener has to decide what they believe about a father who runs. We are the watching community too, choosing whether to celebrate grace or stand back from it.
